blacklist_to_modsec 1.4

I have released version 1.4 of blacklist_to_modsec. It includes many important and useful changes, and is a recommended upgrade for all current users. Summary of notable changes:

• Now directly using MT and Blacklist::Item modules to interface with the MT-Blacklist database
• Option to enable backup of rules file (turned on by default, recommended for upgrading)

Other small behind-the-scenes changes were made as well, to improve efficiency and reliability.
